Wow! Now this is a tough one; however, I'm leaning more towards Minos at the moment.
Why Minos? Quite simply really. I will admit that he does not say much in everyday conversation; however, whenever he does say something, it more profound and sagely-like. Sammy, on the other hand, comes off somewhat immature, especially in that flashback where she couldn't handle disciplining her own class. Not to mention the fact that she did sleep with one of her students, which brings up the issue of her ethics and morality. She is hot, but she has way too many flaws in her personality to win this battle.
Minos gets a few points for developing over the course of the comic, but, in my own opinion, he still has the personality of a box of saltine crackers. He's stoic and I totally understand that, but it just doesn't make for a very good personality when you have him living side-by-side with people like, say, Taffy, Miles, or Mora.
While we've only seen Sammy for a very short time compared to Minos, she's shown to at least be a little more vibrant and robust in terms of personality. Does she have the best personality? Hard to say. I find her to be a bit overly sensitive. However, the fact she has any personality at all makes her a much more entertaining and intriguing character compared to Minos.
Minos has expressed much more personality than his initial few pages when he appeared :p especially with the implied hidden depths.
and even then if one only considers the parts where not much about him was revealed and leave out the rest, he still had more depth than whats been revealed about sam's personality in the comics itself at this point.
