Ok phil reminds me of an anime I was watching where GOD accidently kills a japanese boy in his teens but sadly can not return him to the world of the liveing on Earth so he puts him on another world like earth and hes a wizard wit ha cell phone.

ANother that comes to mind is "The iregular at magic school" wth similiar idea, devices that act as magic source weapons.

Cyberpunk didn't have magic, tho.... not normally. Shadowrun did, so I'm wondering if Phil was thinking of that, instead?

Any technology sufficiently advanced enough is indistinguishable from magic. Likewise, any magic sufficiently disguised enough is indistinguishable from technology.
