I guess with 'cubi being the emotional creatures they are and are generally long lived (so long as it's age that does eventually get them) as well as the fact that in some cases their emotional affinity could feed into the grudge I can see where some would have a hard time letting whatever caused the grudge go.

It does make sense that Fa'lina doesn't let things get to the point where things could be fatal within the academy. After all her's was the clan of Hope and allowing the hostilities of opposing 'cubi under her care to get that bad would be counterproductive to what she's trying to accomplish.
